Capstone policies are articulated in three inter-related documents. According to the Russian Security Council's plan, "Concept of National Security" is the fundamental document, and the "Concept of Foreign Policy" and the "Military Doctrine" develop the corresponding parts for the Ministry of Foreign Affairs and the Ministry of Defense.

- Russian Military Doctrine [ Draft ] 09 October 1999 -- The draft military doctrine document updates the 1993 doctrine. It outlines the role of the country's authorities in ensuring defence and, if necessary, preparing for and waging war. It states support for a multipolar world, in preference to a unipolar world dominated by a single superpower that is quick to resort to military force and bypasses the UN and other international security bodies when it feels like it.
