Abstract: In light of severe financial problems, the Russian Federation must confront serious questions regarding the vitality of one or more legs of its strategic nuclear triad, which consists of bombers and land- and sea-based intercontinental ballistic missiles. This study will describe the current state of the Russian nuclear triad, investigate current and possible future Russian nuclear weapons policy, examine actual and potential threats that face Russia and assess factors that support and militate against a robust strategic nuclear triad. Additionally, on the basis of these factors, this study will project the structure and strength of the Russian strategic nuclear triad by 2010.
