• Text: Missile Proliferation Sanctions Imposed on Entities in Iran, N.Korea 14 April 2000 -- The United States Government has determined that entities in North Korea and Iran have engaged in missile technology proliferation activities that require imposition of sanctions pursuant to the Arms Export Control Act.
• Global Control System for the Non-Proliferation of Missiles and Missile Technology - Experts Meeting (Moscow, March 16, 2000) The Global Control System is not a discriminatory mechanism, it ensures equal rights of all those who decide to participate and cooperate in achieving its goals. This system is not based on coercive methods, on sanctions or any prerequisites. The methods it suggests are based on encouragement and guarantees, creation of incentives to voluntary cooperation. Conceptually, GCS represents a system of international regimes and mechanisms, including: a missile launch transparency regime; a mechanism to guarantee the security of GCS participating States which have renounced the possession of missile delivery vehicles for WMD; an incentive mechanism for States which have renounced the possession of missile delivery means for WMD.

• SECRETARY-GENERAL STRESSES NEED FOR MULTILATERALLY NEGOTIATED NORMS AGAINST DEVELOPMENT OF MISSILES 15 April 1999 Press Release SG/SM/6960 -- The Secretary-General feels strongly that the recent tests by India and Pakistan of medium-range missiles, as well as actions by other countries in the area of ballistic missile development and missile defences, have underscored the need for the multilaterally negotiated norms against the development of such weapons.
• Revisions to the Commerce Control List: Changes in Missile Technology Controls Federal Register Online via GPO Access 08 February 1999 -- The Bureau of Export Administration (BXA) maintains the Commerce Control List (CCL), which identifies those items subject to Department of Commerce export controls. This interim rule amends the CCL by revising a number of items subject to control for missile technology reasons.
