- 27 May 1991 -- President Bush imposes sanctions on China for selling M-11 missile components and technology to Pakistan.
- 27 September 1991 -- The US imposes sanctions against South Africa's Armaments Corporation (Armscor).

- June 1996 -- The US initiated a Reinforced Point of Contact Meeting (RPOC) in Paris to discuss regional missile non proliferation issues and actions members could take, individually and collectively, to address specific concerns regarding missile proliferation in the Middle East, particularly Iran and Iraq.
- May 24, 1996 -- The U.S. imposed Category II missile sanctions on Iranian and North Korean entities for the transfer of MTCR Annex items.
- April 1996 -- The U.S. met with North Korean representatives to discuss limiting North Korean export activities, including to the Middle East.
- June 1997 -- The U.S. met with North Korean representatives to discuss limiting North Korean export activities, including to the Middle East. Both sides agreed to continue the discussions at a third meeting.
