Cooperative Threat Reduction

Provisions
CTR's mission is to provide assistance to eligible states of the former Soviet Union (FSU) in order to dismantle WMD and to reduce the threat of proliferation.

Status
In 1991, Congress directed the Department of Defense to help secure former Soviet weapons of mass destruction (WMD). Since 1991, Congress has provided $2.3 billion to support Cooperative Threat Reduction (CTR) efforts.

Chronology
CTR assistance helped Kazakhstan become a non-nuclear weapons state in April of 1995; Ukraine, which once had the potential to become the third largest nuclear power, became a non-nuclear weapons state in June 1996; and, Belarus became a non-nuclear weapons state in November 1996.
