NUCLEAR MAINTENANCE

1. Mission Statement. Maintains nuclear weapons and equipment in serviceable condition, properly configured to meet mission needs.

2. Authority. This Air Force Manpower Standard (AFMS) was developed for Nuclear Maintenance in accordance with the policy and guidance from the Air Staff, AFM 66-1, Vol I, AFR 66-5 and AFMAN 38-208.

3. Applicability. This AFMS provides the manpower required to support a Nuclear Maintenance function in ACC and SPACECOM having assigned B-52, B1B, B-2A aircraft, Minuteman, Peacekeeper Intercontinental Ballistic Missile (ICBM), or a combination of both aircraft and ICBMs. Excluded are AF Reserve, Air National Guard, and bases that are scheduled for closure. This AFMS does not apply to functions which have been cost compared (OMB Circular A-76). Bases should develop negative variances to account for processes not performed or performed by contract and positive variances for processes performed but not included in the AFMS. This AFMS does not apply to Vandenberg AFB, CA, or Edwards AFB, CA.

4. Core Composition. This AFMS was developed for a Nuclear Maintenance function to support an objective wing having Primary Authorized Aircraft (PAA), and ICBM (Minuteman) PAA.

6. Application Instructions:

6.1. Step 1. Determine the number of Aircraft PAA and/or ICBM Minuteman Missile PAA for the base.

6.2. Step 2. Multiply the aircraft PAA (X1) times the coefficient value of 1.00.

6.3. Step 3. For B52, and B1B, multiply aircraft PAA times the weapons authorized per aircraft (X2, X3), times the coefficient value of .100.

6.4. Step 4. For B2A, multiply aircraft PAA (X4) times the weapons authorized per aircraft, times the coefficient value of .075.

6.5. Step 5. For ICBM (Minuteman), (X5) multiply authorized missiles times the coefficient value of .120.

6.6. Step 6. Sum steps 1 through 5 (whichever apply to your base).

6.7. Step 7. Determine total variances applicable to the location (see attachment 3).

6.8. Step 8. Sum the results of steps 6 and 7, and round up.

NOTE: Remember this is a manpower, not a man-hour equation. The overload factor was included during the development of the equation.

7. Statement of Conditions. The Nuclear Maintenance activity normal hours of operation are 16 hours a day, 5 days a week. Environmental, mission, or technological conditions will be quantified and documented as a variance to the core requirement.

WORK CENTER DESCRIPTION

1. Receipt of Weapon for Maintenance and/or Inspection and Stores:

1.1. Receives Nuclear Weapon or Component from Storage.

1.2. Transfers Weapon to appropriate Maintenance Area.

1.3. Returns Weapon or Component. Utilizing applicable handling equipment, removes weapon or component from maintenance area and returns it to the handling crew or storage area.

2. Maintenance and/or Inspection of Integrated Weapons:

2.1. Performs Maintenance and/or Inspection. Unpacks and tests for proper operation and electrical continuity; inspects for tolerance, damaged parts, corrosion, and foreign material; repairs and replaces defective parts; and performs general cleaning and preservation. Inventories for completeness, paints, stencils, and repacks nuclear munition or component, and completes applicable documentation.

2.1.1. Performs Maintenance and/or Inspection on Gravity Bombs.

2.1.2. Performs Maintenance and/or Inspection on Air Launched Cruise Missiles (ALCM).

2.1.3. Performs Maintenance and/or Inspection on Advanced Cruise Missiles (ACM).

2.1.4. Performs Maintenance and/or Inspection on Short Range Attack Missiles (SRAM).

2.2. Performs Periodic or Unscheduled Maintenance and/or Inspection.

2.3. Mates/Demates Nuclear Bombs to and from clip-in Assemblies.

2.4. Performs Random Maintenance on Integrated Weapons.

3. Maintenance and/or Inspection of ICBM Minuteman Reentry Vehicle Systems:

3.1. Performs Maintenance and/or Inspection. Inspects, isolates faults, disassembles, replaces components, and performs testing of reentry vehicle/systems and associated equipment.

3.2. Performs Periodic and Unscheduled Maintenance and/or Inspection.

3.3. Performs Special Record Keeping and Reporting Functions.

4. Maintenance of Permissive Action Link (PAL) Equipment.

4.1. Tests and Maintains Permissive Action Link (PAL) Equipment. Unpacks and inspects for tolerance, damaged parts, corrosion, and foreign material; charges and tests for proper operation; repairs and performs general cleaning and preservation; and completes applicable documentation.

4.2. Assists PAL Team. Escorts and accompanies PAL team and assists in performing their mission; assists PAL Management Control Team (PMCT); provides proper equipment, obtains and researches for information, and prepares reports and applicable documentation.

5. Assists Storage and Handling Personnel. Assists Storage and Handling personnel with bolstering and debolstering operation, and when necessary, in breakout, delivery, and convoy of weapons.

6. Processes Equipment to FK Supply and Base Supply. Identifies equipment by type, stencils, packages, completes applicable paperwork; and delivers equipment to Munitions Supply or Base Supply.

7. Maintains Key. Obtains and returns storage or M&I building key to key control; inventories or audits key account; proceeds to and from key control; and signs key in or out.

8. Maintains Bench Stock. Reviews bench stock for adequacy, flags bin for insufficient quantity, and prepares quantity or item change request documentation.

9. Maintains Operating Stock. Orders, gathers, and stores expendable bits and pieces of stock; labels storage bins and reviews residue area to ensure that unit packs are consolidated and turned in to Base Supply.

10. Maintains Small Arms and Munitions:

10.1. Signs Weapon In/Out.

10.2. Performs Maintenance.

11. Maintains Munition Adapter Unit (MAU)-12D Racks. Performs periodic disassembly, assembly, cleaning, lubrications, electrical test, and mechanical adjustments of rack.

12. Production Control. Performs record keeping and controls all maintenance for the Maintenance Squadron. Schedules periodic inspection and lubrication of equipment, acts as the key issuing authority, directs and monitors all weapons movements and aircraft generations.

13. Performs Non-Powered Age Support. Performs periodic maintenance of Pylon Launch Adapters (PLAs) and Rotating Launch Adapters (RLAs), to include inspecting, cleaning, lubricating, and painting of launcher adapter unit.

14. Performs Weapons Support. Orders and receives equipment, maintains equipment custodian account; performs inventory, performs bench stock monitoring, maintains TO library, monitors training; performs Test Measurement Diagnostic Equipment (TMDE) monitoring, pickup, and delivery.

15. Performs Suspended Load Frame Inspection. Performs periodic inspection every 30, 180, and 360 days. Inspects for corrosion, missing or damaged parts, checks for proper adjustment, and performs lubrication of Non-Destructive Inspection (NDI) checks.

16. Receives Additional Certification Training. Receives training that will certify individual to perform hands-on work on nuclear weapons and associated equipment.

17. Performs Escort Duties. Escorts non-DOD and DOD personnel that do not have unescorted entry into the Weapons Storage Area (WSA). Duty requires escort personnel to stay with the person being escorted at all times and sign the person in and out of the WSA.

1. TITLE: Positive Mission Variance for Conventional Air Launch Cruise Missiles (CALCM).

1.1. DEFINITION: A positive variance for the inspection and/or maintenance of Conventional Air Launch Cruise Missiles (CALCM).

1.2. IMPACT: +7 manpower requirements.

1.3. APPLICABILITY: This variance applies to all Nuclear Maintenance functions having Conventional Air Launch Cruise Missiles (CALCM). (Currently applies to Barksdale AFB only).

2. TITLE: Positive Mission Variance for ICBM Peacekeeper Systems.

2.1. DEFINITION: A positive variance for the inspection and/or maintenance of the ICBM Peacekeeper missiles.

2.2. IMPACT: Y = .900 (X) X= The total number of peacekeeper missiles authorized at your installation. (F.E. Warren = 45 spaces)

2.3. APPLICABILITY. This variance applies to all Nuclear Maintenance functions having ICBM Peacekeeper missiles. (Currently applies to F. E. Warren AFB only).

3. TITLE: Positive Mission Variance for Munitions Production and Overhead.

3.1. DEFINITION: A positive variance for the Munitions Production and Overhead area to support the basic maintenance requirements having both Aircraft and ICBMs.

3.2. IMPACT: +2 manpower requirements.

3.3. APPLICABILITY: This variance applies to all Nuclear Maintenance functions having both Aircraft and ICBMs. (Currently applies to Minot AFB only).
