NATIONAL AIRBORNE OPERATIONS CENTER (NAOC)

COMMUNICATIONS CENTER

This Air Force Manpower Standard (AFMS) quantifies the manpower required to accomplish the tasks described in the process oriented description for varying levels of workload at the 755th Communications Squadron, Offutt AFB, Nebraska. This function directly supports the President of the United States and the Secretary of Defense. The mission is to protect General Service (GENSER) and Defense Special Security Communications (DSSCS) AUTODIN record service to the Joint Staff National Airborne Operations Center (NAOC), NAOC Intelligence Branch (NIB), and the 1st Airborne Command and Control Squadron (1 ACCS). It participates in Presidential Support Missions (PSM), Secretary of Defense (SECDEF) Support Missions, World-wide Military Command and Control System (WWMCCS) Airborne Resources (WABNRES) exercises, and Joint Chiefs of Staff (JCS)-directed exercises. This AFMS was developed in accordance with procedures contained in AFMAN 38-208, Air Force Management Engineering Program (MEP), and implements the USAF policy and procedural guidance identified in the 36 series of Air Force publications. PROCESS ORIENTED DESCRIPTION

NATIONAL AIRBORNE OPERATIONS CENTER

A1.1. PERFORMS OPERATIONS FUNCTIONS:

A1.1.1. TRANSMITS OUTGOING MESSAGES. Checks outgoing messages for completeness and address, routes and assigns Outgoing Station Serial Number (OSSN) and Circuit Number (CKNA). Types messages by hand, proofreads for accuracy, and transmits.

A1.1.2. PROCESSES INCOMING MESSAGES. Removes messages from teletype; verifies proper channel sequence number (CNKA); checks format lines 2, 7, and 8 for delivery instructions; and routes the messages accordingly. Checks format line 2, 4, and 12A for message classification; hand stamps messages accordingly; and places processed in customer's box. (Logs in message, if appropriate.)

A1.1.3. UPDATES ROUTING MANUALS. Manually adds, changes, or deletes entries in the appropriate routing publication, as per JAFPUB change document. Also, replaces pages upon receipt of page changes every two weeks.

A1.1.4. PERFORMS DAILY COMSEC PROCEDURES. Opens two-man safe, completes loading and destruction procedures (to be performed with a minimum of two authorized personnel), updates circuits at the appropriate time, and completes documentation for these actions.

A1.1.5. SENDS AND ANSWERS SERVICE MESSAGES. Logs in incoming services, researches problem, and sends reply service/message. If messages are received with a discrepancy, such as, no Date Time Group, missing sections, incomplete or no delivery instructions, etc., initiates service action to acquire correct information.

A1.1.6. MANAGES AUTODIN TAPE LIBRARY. Performs inventory once per shift, erases superseded tapes, lists and logs used tapes, and verifies tape contents.

A1.1.7. PERFORMS AUTODIN BACKUP FOR NAOC AIRCRAFT. Upon request from NAOC alert aircraft, transfers messages from receive tape through the point-to-point teletype circuit to the alert aircraft. (Must be accomplished as quickly and efficiently, as possible.)

A1.1.8. PERFORMS COURIER DUTIES IN SUPPORT OF NAOC MISSION. Couriers message traffic to and from other on-base communications centers during emergency alternate routing conditions.

A1.1.9. COORDINATES AND IMPLEMENTS ALTERNATE ROUTING PROCEDURES. In case of AUTODIN outage, must coordinate alternate routing to either the SSO STRATCOM center or the 97th IS Criticom center for incoming/outgoing message traffic until the problem can be resolved.

A1.1.10. PERFORMS RADAY CHANGES. Changes RADAY board, purges next day's message folder, sends Quality Control Test (QCT) Message, performs required COMSEC updates, and makes Master Station Log entries. If new month, starts new outgoing message log, service logs, etc.

A1.1.11. TROUBLESHOOTS CIRCUIT OUTAGES. Evaluates problems, isolates cause, calls maintenance, logs out circuit with Communications Readiness Center, makes appropriate chain of command notifications, and upon restoration ensures circuit is fully operational prior to closing the job.

A1.1.12. MANAGES QUALITY CONTROL PROGRAM. Reviews all incoming and outgoing messages for accuracy, tracks operator statistics, identifies training deficiencies, and prepares graphs and pie charts for Quality Performance Measure Reports. Compares figures with AUTODIN Switching Center's statistics and rebuts discrepancies.

A1.1.13. ACCOMPLISHES INDIRECT TASKS. Develops and maintains work center budget, shift schedules, and COMSEC program. Manages subordinate work center. Meets and answers suspense items from upper echelon and outside agencies. Develops and maintains local Operating Instructions, Training Plan, Safety Program, etc. Attends staff meetings and answers all verbal and document inquiries.

A1.2. PERFORMS MISSION SUPPORT FACILITY (MSF) FUNCTIONS:

A1.2.1. FORMATS HEAD DISK ASSEMBLIES (HDA) FOR ALERT AIRCRAFT. Powers up MSF, accesses MSF build software, builds HDA, verifies HDA was built properly, and verifies password file was installed.

A1.2.2. PRINTS AND CHECKS HDA AUDIT TRAILS. Powers up MSF computer, loads HDA, accesses MSF software, views, checks, and prints audit trails as needed or requested.

A1.2.3. ARCHIVES HDAS TO MAGNETIC TAPE. Powers up MSF computer; loads HAD; accesses MSF software; loads magnetic tape on drive; archives data to tape; rewinds tape; removes, labels, and stores tape from drive; exits MSF software; removes HAD; and powers down MSF computer.

A1.2.4. LOADS APPROPRIATE CRYPTOGRAPHIC KEYS INTO KEY MANAGEMENT LOADER PERSONAL COMPUTER (KML PC). Powers up KML computer, identifies and installs the appropriate software diskette, defines cryptographic period, installs as backup for current period, terminates current cryptographic period, deletes superseded material, removes diskettes, and powers down KML PC.

A1.2.5. LOADS AND BUILDS BLACK SMART KEY DEVICES ON KML PC. Powers up KML PC, uses the KML software to zeroize the Black Smart Key, identifies the cryptographic period the customer wants loaded into the smart key, loads the key, and powers down the KML PC.

A1.2.6. MAINTAINS MSF MAGNETIC TAPE LIBRARY. Identifies superseded tapes, removes labels, places tapes in rack to be re-used, annotates appropriate documentation, and accomplishes daily physical inventory.

A1.2.7. PRINTS AND VERIFIES MESSAGE TRAFFIC FROM HDA AS REQUESTED. Powers up MSF computer, loads cryptographic keys into Buss Interface Unit (BIU), and accesses MSF software to view and print specific messages as requested by customer. Backs out of MSF software, zeroizes BIU, and powers down MSF computer.

A1.2.8. RESEARCHES ARCHIVED DATA PER CUSTOMER REQUEST. Identifies the magnetic tape to be reloaded; powers up MSF computer and tape drive; follows checklist for reloading from magnetic tape; loads BIU with cryptographic material, if needed; accomplishes customer research; and powers down MSF computer.
