SUBJECT: NUCLEAR WEAPON DEVELOPMENT AND PRODUCTION
1. PURPOSE. To establish policies and procedures for the development,
production, modification, repair, stockpile support and retirement
disposal of nuclear weapons.
2. CANCELLATION. This Order and Appendix cancel and replace U.S. Atomic
Energy Commission Order AL 72XA, "ALO Weapons Programming and Control
Procedures" and its associated Appendix, "Programming and Control
Handbook."
3. SCOPE. This Order applies to all AL Headquarters Organizations, Area
Offices, Design Agencies and Production Agencies having responsibility
for executing any portion of the nuclear weapon development and
production programs as defined in AL Appendix 56XB.
4. POLICY. It is the policy of DOE/AL to administer nuclear weapon
development and production activities in a manner which will optimize
the utilization and integration of all participating contractor
organizations. Specific policies relating to individual development and
production activities are defined in AL Appendix 56XB.
5. RESPONSIBILITIES AND AUTHORITIES.
a. Manager, Albuquerque Operations Office. Authorizes the
establishment of policies and procedures for the management of
nuclear weapon development and production activities.
b. Assistant Manager for Operations and Weapons.
(1) Establishes policies and procedures for the management of
nuclear weapon development and production activities.
(2) Issues all changes to AL Appendix 56XB.
c. The Director, Production Assurance and Operations Division. Serves
as the administrator of this Order and its associated Appendix.
d. Heads of Divisions and Offices. Provide management oversight in
their respective functional areas to ensure Design Agency and
Production Agency compliance with applicable requirements as defined
in AL Appendix 56XB.
e. Design Agencies and Production Agencies. Comply with applicable
requirements as defined in AL Appendix 56XB.
