                                 CHAPTER II
                                 DEFINITIONS

1.  CARGO OF OPPORTUNITY.  Material that normally does not require courier
    escort but which may be moved, space available, in the TSS, as approved
    by the Planning and Scheduling Section, TSD.

2.  "CATEGORY" QUANTITIES OF SNM.  See DOE Order 5632.2A, Physical
    Protection of Special Nuclear Material and Vital Equipment, Change 1,
    Dated 01-17-89.

3.  CERTIFIED SHIPPING ADDRESS.  A location certified to TSD wherein custody
    of SNM or classified material is exchanged or wherein TSD couriers may
    release sealed SSTs containing SNM, classified material or cargo of
    opportunity, vehicles and courier equipment for interim storage.

4.  EXCLUSIVE USE.  Also referred to in other regulations as "sole use" or
    "full load."  Refer to 49 CFR 173, as amended.

5.  INTERIM STORAGE.  The temporary storage of material being moved in the
    TSS.

6.  NUCLEAR ASSEMBLY SYSTEM.  Details are classified.  Refer to CG-W-5, as
    amended.

7.  NUCLEAR EXPLOSIVE.  Refer to DOE Order 5610.11, Nuclear Explosive
    Safety, as amended.

8.  OPERATIONAL CONTACTS.  Those designated individuals responsible for
    coordinating the material handling of specific shipments to be moved in
    the TSS.

9.  PRIMARY CONTACTS.  Those designated individuals responsible for the
    coordination of specific shipments to be moved in the TSS.

10. SPECIAL NUCLEAR MATERIAL.  Refer to DOE Order 5632.1B, Protection
    Programs Operations, as amended.

11. TRANSPORT INDEX.  Refer to DOE Order 5480.3, Safety Requirements for the
    Packaging and Transportation of Hazardous Materials, Hazardous
    Substances, and Hazardous Wastes, as amended.

12. TRANSPORTATION SAFEGUARDS DIVISION NUCLEAR MATERIALS COURIER.  A "Q"
    cleared employee of the DOE/AL, TSD, who is authorized under Section
    161.k of the Atomic Energy Act of 1954, as amended, or other appropriate
    statutory authority, to carry firearms, make arrest without warrant, and
    who is charged with the responsibility for the safe secure movement of
    nuclear explosives, classified nuclear components, all quantities of
    DOE-owned SNM as outlined in DOE Order 5632.2A, and other material as
    necessary, in the DOE TSS.

13. TRANSPORTATION SAFEGUARDS DIVISION TRANSPORTATION ESCORT.  A "Q" cleared
    employee of the DOE/AL, TSD, who is authorized under Section 161.k of
    the Atomic Energy Act of 1954, as amended, or other appropriate
    statutory authority, to carry firearms, make arrest without warrant, and
    who is charged with the responsibility for the safe secure movement of
    TTAs, LLCs, models and mockups of nuclear explosives, test residue, lost
    code PAL devices, crypto documents and equipment, and other classified
    material.

14. TRANSPORTATION SAFEGUARDS SYSTEM.  The DOE program, managed and operated
    by the Manager of DOE/AL, under the programmatic direction of the Deputy
    Assistant Secretary for Military Application, DP-20, which has the
    administrative and courier personnel, special transport and escort
    vehicles, and SECOM, required to carry out the total responsibility for
    the safe secure domestic transportation of all DOE-owned or -controlled
    nuclear explosives and quantities of SNM as designated in DOE Order
    5632.1B, Protection Program operations, as amended.
