A.  PURPOSE

This Directive:

1.  Supersedes reference (a) to update policy and responsibilities for the
DTIRP as a DoD arms control security preparedness and outreach program in
accordance with reference (b).

2.  Establishes a support program to ensure the continued protection of
DoD programs, operations, and activities.

3.  Designates the Director, On-Site Inspection Agency (OSIA), as the DoD
Executive Agent for implementation of the DTIRP and as Chair of the DTIRP
Coordination Group (CG), which is hereby established.

B.  APPLICABILITY

This Directive applies to the Office of the Secretary of Defense, the
Military Departments, the Chairman of the Joint Chiefs of Staff, the
Unified Combatant Commands, the Office of the Inspector General of the
Department of Defense, the Defense Agencies, and the DoD Field Activities
(hereafter referred to collectively as "the DoD Components").

C.  DEFINITION

Defense Treaty Inspection Readiness Program (DTIRP).  An arms control
program designed for security education and awareness.  It provides arms
control advice and assistance to sites susceptible to on-site inspection
and overflights through the use of specially trained personnel, analyses,
and educational activities, utilizing expertise from established
facilities and services in the Department of Defense and other Government
agencies, whenever practicable, to avoid duplication and achieve maximum
efficiency and economy.

D.  POLICY

It is DoD policy that:

1.  Security countermeasures support for implementation of arms control
treaties and related activities shall be integrated and coordinated within
existing DoD security and counterintelligence programs to ensure a focused
approach and consistent programs for the protection of national security
interests.

2.  The heads of the DoD Components having any involvement with arms
control shall ensure that their facilities, activities, and programs,
wherever located, have cost-effective security plans, policies, and
procedures that appropriately consider arms control.

3.  The DoD Component responsible for any action taken or directed under
this Directive and affecting an industrial facility shall be the DoD
Component that either administers or is obligated to fund a contract
involving that industrial facility.  Any contact with the facility
involving DTIRP matters shall be coordinated with each DoD Component
administering or funding a contract at that facility.

E.  RESPONSIBILITIES

1.  The Assistant Secretary of Defense for Command, Control,
Communications, and Intelligence shall:

a.  Provide policy direction, guidance, and advice, in coordination with
the Under Secretary of Defense for Acquisition and Technology (USD(A&T)),
and consistent with DoD Directive TS-5134.2 (reference (c)), to OSIA for
the implementation of DTIRP assistance under DoD Directive 5137.1
(reference (d)).

b.  Maintain currency of this Directive.

c.  Ensure that the Director, Defense Intelligence Agency, shall:

(l)  Provide all source intelligence support to the DTIRP, to include
research and analyses, database development analyses, and personnel to
augment assistance teams, as requested by the Director, OSIA.

(2)  Provide intelligence and security countermeasures analyses, in the
areas of technology transfer, open source literature, imagery assessment,
and other relevant areas, as requested by the Director, OSIA.

d.  Ensure that the Director, Defense Investigative Service, shall provide
assistance in arms control security matters to DoD industrial facilities,
disseminate arms control security countermeasure information and, when
deemed appropriate, provide personnel to augment assistance teams as
requested by the Director, OSIA.

e.  Ensure that the Director, Defense Information Systems Agency, shall
provide multidisciplined security and intelligence support to the DTIRP,
in the area of communications research and analyses, and personnel to
assist in assessments as requested by the Director, OSIA.

2.  The Under Secretary of Defense for Acquisition and Technology shall:

a.  Oversee assistance in facility preparation in support of
implementation and compliance with arms control agreements and request
DTIRP assistance as appropriate.

b.  Provide DTIRP participants with treaty compliance guidance pursuant to
this Directive and DoD Directive 2060.1 (reference (b)).

c.  Ensure that the Director, On-Site Inspection Agency, as the DoD
Executive Agent for DTIRP, and Chair, DTIRP Coordination Group (CG),
shall:

(1) Develop, plan, and execute the DTIRP to provide arms control treaty
inspection advice and support to DoD industrial facilities and DoD
activities vulnerable during arms control activities.

(2)  Conduct outreach activities to promote arms control security
awareness to include development and dissemination of arms control
educational materials.

(3)  Recruit, train, equip, and manage the activities of DTIRP assistance
teams.

(4)  Conduct analyses of arms control-specific threats to determine
susceptibility and vulnerability of U.S. equities.

(5)  Via the OSIA Counterintelligence Office (CI) provide CI support to
the DTIRP process, to include augmentees for assistance teams, training,
and analyses.  OSIA(CI) shall coordinate support for DTIRP CI activities
with the DoD Components.

(6)  With USD(A&T) approval, provide advice and assistance on arms control
security planning to non-Defense Agencies and industrial facilities, when
requested.

(7)  Coordinate with the Department of Defense Security Institute to
develop a comprehensive training program on arms control treaty issues, to
include both industrial and government security matters.

(8)  Coordinate, within the CG, the formulation of DTIRP requirements
documents, advice on security risks associated with arms control
inspection activities, software development, analyses, training and
outreach activities.

(9)  Invite DoD Components having any involvement with arms control to
provide representatives to the CG.

(10) Convene CG meetings as necessary.

(11) Develop DTIRP budget requirements and execute the budget in support
of the Executive Agent mission.

(12) Take the lead for DTIRP Public Affairs (PA) activities, to include PA
planning, guidance, and fact sheets in coordination with the Office of the
Assistant Secretary of Defense for Public Affairs.

d.  Ensure that the Director, Defense Special Weapons Agency, shall:

(l)  Provide general assistance to the DTIRP as Executive Agent for treaty
verification research, development test and engineering and nuclear
matters.

(2)  Provide to the DTIRP technical advice and analysis for treaty-related
matters, to include treaty verification technologies, assistance team
training and orientation, and nuclear issues.

3.  The Under Secretary of Defense for Policy shall:

a.  Provide DTIRP participants with information on DoD policies and
positions for international negotiations on arms control implementation
and/or compliance issues.

b.  Provide guidance and review DTIRP procedures for adequacy and support
to DoD Special Access Programs.

4.  The Chairman of the Joint Chiefs of Staff shall:

a.  Provide oversight, policy and technical guidance to OSIA, in
accordance with DoD Directive 2060.1 (reference (b)), in implementing
this Directive.

b.  Provide guidance for support to the Unified Combatant Commands and
coordinate on their requests for DTIRP support.

5.  The Heads of the DoD Components shall:

a.  Provide guidance for support to Component commands, and coordinate and
approve requests for DTIRP support.

b.  Provide personnel to augment assistance teams, as requested by the
Director, OSIA.

c.  Coordinate counterintelligence and security countermeasures analyses
and support for Component commands with Director, OSIA.

6.  The Director, National Security Agency, shall provide information
systems security, communications security, and operations security support
to the DTIRP, to include research and analyses and augmentees for
assistance teams, as requested by the Director, OSIA.

F.  EFFECTIVE DATE

This Directive is effective immediately.
