A. REISSUANCE AND PURPOSE
Pursuant to the authority vested in the Secretary of Defense by
section 113 of reference (a), this Directive reissues reference (b) to
update the responsibilities, relationships, and authorities of the DSWA.
B. APPLICABILITY
This Directive applies to the Office of the Secretary of Defense, the
military Departments, the Chairman of the Joint Chiefs of Staff, the
Unified Combatant Commands, the Office of the Inspector General of the
Department of Defense, the Defense Agencies, and the DoD Field Activities
(hereafter referred to collectively as "the DoD Components").
C. MISSION
1. The DSWA shall provide a center for nuclear expertise and perform
essential missions in the areas of nuclear weapons stockpile support,
nuclear effects research and operational support, and nuclear threat
reduction including arms control verification technology development for
the Department of Defense. Additionally, DSWA shall support related
defense needs including the research and advanced development of
capabilities for military responses to the proliferation of weapons of
mass destruction.
2. When required, DSWA shall provide support to the Chairman of the
Joint Chiefs of Staff and the Commanders of the Unified Combatant Commands
in analyzing planning and action options for nuclear and other designated
advanced weapons, to include weapon system lethality and operability, and
reconstituting forces.
D. ORGANIZATION AND MANAGEMENT
DSWA is established as an Agency of the Department of Defense under the
authority, direction, and control of the Assistant to the Secretary of
Defense for Atomic Energy (ATSD(AE)). DSWA shall consist of a Director,
Deputy Director, and such subordinate organizational elements as are
established by the Director within authorized resources.
E. RESPONSIBILITIES AND FUNCTIONS
The Director, DSWA, shall:
1. Organize, direct, and manage the DSWA and all assigned resources.
2. Ensure the preservation of critical nuclear competencies within
the Department of Defense, to include serving as lead DoD agency for
national nuclear stockpile stewardship programs.
3. Manage and conduct DoD nuclear weapon effects programs.
4. Conduct analysis and testing to evaluate the lethality of nuclear
and designated advanced weapon systems, to include analysis appraisal of
enhanced payload options, weapon/target interactions, and battle damage
assessment. Provide technical support to the DoD Components for matters
involving weapon system lethality and to appropriate intelligence agencies
for targeting-related matters.
5. Conduct analysis and testing to assess and enhance the
survivability and operability of weapon systems; command, control,
communications, and computer systems; installations; and forces when
exposed to the effects of nuclear and designated advanced weapons to
include:
a. Developing new concepts for cost-effective life-cycle operability,
hardness design methodologies, hardware prototypes, and testable hardware
concepts;
b. Serving as the DoD focal point for research, development, test,
and evaluation (RDT&E) involving the development, demonstration, and
production of radiation-resistant microelectronics, materials,
electro-optics, and for integrated hardening of electronics and
electro-optics against the full spectrum of electromagnetic hazards;
c. Providing technical support to the DoD Components and appropriate
intelligence agencies for matters involving military system operability,
to include validating and maintaining the balanced hardening of systems
and facilities.
6. Conduct RDT&E for verification technologies to support
implementation of and compliance with arms control treaties and
agreements.
7. Serve as the executive agency for the ATSD(AE) in support of the
DoD counterproliferation acquisition strategy, RDT&E, and technical
assessments that support the counterproliferation initiative. Accomplish
other ATSD(AE)-designated tasks dealing with measures to counter the
proliferation of weapons of mass destruction and associated systems and
capabilities.
8. Support the DoD Components, and other organizations, as
appropriate, through technical support, guidance, operational support,
studies, and joint programs dealing with nuclear weapon effects, nuclear
force operability, operational survivability, and other matters assigned
to DSWA.
9. Maintain the DSWA as the DoD center pertaining to
ATSD(AE)-designated advanced weapons and their effects, giving particular
emphasis to matters that involve the application of nuclear expertise to
the development of advanced conventional munitions and to improved
understanding of warhead lethality and hard-target interactions. Ensure
that the synergy of these technologies contributes to sustainment of DSWA's
core nuclear competencies.
10. Develop, maintain, and operate the DoD capability for
computational modeling, physical simulation, and testing of nuclear and
designated advanced weapon effects, to include maintaining and operating
aboveground simulators for testing against manmade and natural space
radiation environments and maintaining a DoD capability to resume
currently precluded types of underground weapon effects testing and
simulation.
11. Execute ATSD(AE) Cooperative Threat Reduction projects and
related program support activities.
12. Serve as focal point for the Nuclear Test Personnel Review and
for other DoD health effects radiation research projects.
13. Preserve nuclear test and system reliability/operability data and
perform appropriate data management.
14. Conduct technology transfer programs.
15. Evaluate system acquisition planning documents and provide
technical appraisals in areas over which DSWA has cognizance.
16. Maintain the national nuclear weapons stockpile databases.
Provide surveillance, guidance, coordination, advice, and assistance as
appropriate, concerning all nuclear weapons in DoD custody.
17. Provide technical assistance and support to the DoD Components
for developing and publishing standards, requirements, and operational
procedures dealing with the reliability, safety, security, use-control,
and explosive ordnance disposal of nuclear weapons or devices.
18. Provide emergency response support, including training exercises,
and operational planning assistance to the Department of Defense and other
organizations as appropriate, for matters involving radiological accidents
and incidents. Operate the DoD Joint Nuclear Accident Coordination Center
and maintain an advisory team to assist in radiological accident or
incident management.
19. Conduct, for the Chairman of the Joint Chiefs of Staff, weapons
technical inspections of units having responsibility for assembling,
maintaining, or storing nuclear weapon systems, their associated
components, and ancillary equipment. Provide DoD quality assurance
program oversight for nuclear weapons. Provide logistics management
support for nuclear weapons under DoD control.
20. Manage and operate the Defense Interservice Nuclear Weapons
School. Serve as the DoD executive agent for sustaining nuclear weapons
training expertise.
21. Serve as Chairman of the Board of Governors of the Armed Forces
Radiobiology Research Institute.
22. Operate the Joint Atomic Information Exchange Group in
cooperation with the Department of Energy (DoE).
23. Perform other functions as may be directed by ATSD(AE).
F. RELATIONSHIPS
1. The Director, DSWA, shall:
a. Be responsible to the Chairman of the Joint Chiefs of Staff for
operational matters as well as requirements associated with the joint
planning process. For these purposes, the Chairman of the Joint Chiefs of
Staff is authorized to communicate directly with the Director, DSWA, and
may task the Director, DSWA, to the extent coordinated with by the
ATSD(AE).
b. Assist the ATSD(AE) in representing the Department of Defense in
its relations with the DoE for all matters relating to the DSWA mission.
c. Coordinate and exchange information with other DoD organizations
that have collateral or related functions.
d. Use established facilities and services in the Department of
Defense and other Federal Agencies, whenever practicable, to avoid
duplication and to achieve an appropriate balance of modernization,
efficiency, and economy of operations.
2. The Heads of DoD Components shall:
a. Provide DSWA, as appropriate, with the support necessary for
accomplishment of DSWA functions.
b. Coordinate with the Director, DSWA, on all matters concerning the
mission, capabilities, and functions of DSWA.
3. The Chairman of the Joint Chiefs of Staff shall review and assess
the adequacy of DSWA efforts in nuclear and other weapon testing and
effects research and the support required for the execution of operational
plans of the Unified Combatant Commands.
G. AUTHORITIES
The Director, DSWA, is specifically delegated authority to:
1. Communicate directly with the DoD Components and other Executive
Departments and Agencies, as necessary, in carrying out assigned
responsibilities and functions. Communications to the Commanders of the
Unified Combatant Commands shall be transmitted through the Chairman of
the Joint Chiefs of Staff.
2. Obtain reports, information, advice, and assistance from other DoD
Components, consistent with DoD Directive 8910.1 (reference (c)), as
necessary, in carrying out assigned responsibilities and functions.
3. Establish facilities necessary to accomplish the DSWA mission in
the most efficient and economical manner.
4. Exercise the administrative authorities contained in the
enclosure.
H. ADMINISTRATION
1. The Director, and Deputy Director, DSWA, shall be appointed by the
Secretary of Defense.
2. The Secretaries of the Military Departments shall assign military
personnel to the DSWA in accordance with approved Joint Manpower Program
authorizations and procedures for assignment to joint duty.
3. The DSWA shall be authorized such personnel, facilities, funds, and
other resources as the Secretary of Defense deems necessary.

This Directive is effective immediately.

Delegations of Authority
DELEGATIONS OF AUTHORITY
Pursuant to the authority vested in the Secretary of Defense, and
subject to the authority, direction, and control of the Assistant to the
Secretary of Defense for Atomic Energy, and in accordance with DoD
policies, Directives, and Instructions, the Director, DSWA, or in the
absence of the Director, the person acting for the Director, is hereby
delegated authority as required in the administration and operation of the
DSWA to:
1. Exercise the powers vested in the Secretary of Defense by 5 U.S.C.
301, 302(b), 3101, and 5107 on the employment, direction, and general
administration of DSWA civilian personnel.
2. Fix rates of pay of wage-rate employees exempted from the
Classification Act of 1949 by 5 U.S.C. 5102 on the basis of rates
established under the Federal Wage System. In fixing such rates, the
Director, DSWA, shall follow the wage schedule established by the DoD Wage
Fixing Authority.
3. Administer oaths of office to those entering the Executive Branch of
the Federal Government or any other oath required by law in connection
with employment therein, in accordance with 5 U.S.C. 2903, and designate
in writing, as may be necessary, officers and employees of the DSWA to
perform this function.
4. Establish a DSWA Incentive Awards Board, and pay cash awards to, and
incur necessary expenses for the honorary recognition of, civilian
employees of the Government whose suggestions, inventions, superior
accomplishments, or other personal efforts, including special acts or
services, benefit or affect the DSWA, in accordance with 5 U.S.C. 4503,
Office of Personnel Management (OPM) regulations, and DoD Directive
5120.15, "Authority for Approval of Cash Honorary Awards for DoD
Personnel," August 13, 1985.
5. Maintain an official seal and attest to the authenticity of official
DSWA records under that seal.
6. Establish advisory committees and employ temporary or intermittent
experts or consultants, as approved by the Secretary of Defense, for the
performance of DSWA functions consistent with 10 U.S.C. 173; 5 U.S.C.
3109(b); and DoD Directive 5105.4, "Department of Defense Federal Advisory
Committee Management Program," September 5, 1989.
7. In accordance with Executive Orders 10450, 12333, and 12356; and DoD
Directive 5200.2, "DoD Personnel Security Program," May 6, 1992, as
appropriate:
a. Designate any position in the DSWA as a "sensitive" position.
b. Authorize, in case of an emergency, the appointment of a person to
a sensitive position in the DSWA for a limited period of time and for whom
a full field investigation or other appropriate investigation including
the National Agency Check has not been completed; and
c. Initiate personnel security investigations and, if necessary in
the interest of national security, suspend a security clearance for
personnel assigned, detailed to, or employed by the DSWA. Any action under
this paragraph shall be taken in accordance with procedures prescribed in
DoD 5200.2-R, "DoD Personnel Security Program," January 1987.
8. Authorize and approve:
a. Temporary duty travel for military personnel assigned or detailed
to the DSWA in accordance with Joint Federal Travel Regulations, Volume 1,
"Uniformed Service Members."
b. Travel for DSWA civilian personnel in accordance with Joint Travel
Regulations, Volume 2, "DoD Civilian Personnel."
c. Invitational travel to non-DoD personnel whose consultative,
advisory, or other highly specialized technical services are required in a
capacity that is directly related to, or in connection with, DSWA
activities, in accordance with Joint Travel Regulations, Volume 2, "DoD
Civilian Personnel."
d. Overtime work for DSWA civilian personnel in accordance with 5
U.S.C. Chapter 55, Subchapter V, and applicable OPM regulations.
9. Approve the expenditure of funds available for travel by military
personnel assigned or detailed to the DSWA for expenses incident to
attendance at meetings of technical, scientific, professional, or other
similar organizations in such instances when the approval of the Secretary
of Defense, or designee, is required by 37 U.S.C. 412 and 5 U.S.C. 4110
and 4111.
10. Develop, establish, and maintain an active and continuing Records
Management Program, pursuant to 44 U.S.C. 3102 and DoD Directive 5015.2,
"Records Management Program," March 22, 1991.
11. Establish and use imprest funds for making small purchases of
material and services, other than personal services, for the DSWA, when it
is determined more advantageous and consistent with the best interests of
the Government, in accordance with DoD Directive 7360.10, "Disbursing
Policies," January 17, 1989.
12. Authorize the publication of advertisements, notices, or proposals in
newspapers, magazines, or other public periodicals, as required for the
effective administration and operation of the DSWA, consistent with 44
U.S.C. 3702.
13. Establish and maintain, for the functions assigned, an appropriate
publications system for the promulgation of common supply and service
regulations, instructions, and reference documents, and changes thereto,
pursuant to the policies and procedures prescribed in DoD 5025.1-M,
"Department of Defense Directives System Procedures," August 1994.
14. Enter into support and service agreements with the Military
Departments, other DoD Components, Government Agencies, and foreign
governments, as required for the effective performance of DSWA functions
and responsibilities.
15. Enter into and administer contracts, directly or through a Military
Department, a DoD contract administration services component, or other
Federal Agency, as appropriate, for supplies, equipment, and services
required to accomplish the mission of the DSWA. To the extent that any law
or Executive order specifically limits the exercise of such authority to
persons at the Secretarial level of a Military Department, such authority
shall be exercised by the appropriate Under Secretary or Assistant
Secretary of Defense.
16. Establish and maintain appropriate property accounts for the DSWA and
appoint Boards of Survey, approve reports of survey, relieve personal
liability, and drop accountability for DSWA property contained in the
authorized property accounts that has been lost, damaged, stolen,
destroyed, or otherwise rendered unserviceable, in accordance with
applicable laws and regulations.
17. Promulgate the necessary security regulations for the protection of
property and places under the jurisdiction of the Director, DSWA, pursuant
to DoD Directive 5200.8, "Security of DoD Installations and Resources,"
April 25, 1991.
