CESAR Requirements      The CESAR Team and USSTRATCOM continue to define       
Development             CESAR.  Detailed requirements are being developed,     
                        but we're still not ready for release to industry.     
                        Tentative plan is to provide more information to       
                        industry sometime in June.                             

Answers to Questions    What is the problem with the CESAR worldwide web       
                        site?                                                  
                                                                               
                        When you have contacted us about problems you are      
                        having downloading data from our site, we have found   
                        that the primary culprit is the "Internet provider"    
                        you are using.  Believe that packets are getting       
                        timed out resulting in partial downloads  which        
                        become apparent when you attempt to open the file on   
                        your PC.  We routinely check the web through a "third  
                        party Internet provider" and find that some days and   
                        times we experience the same problems.                 
                                                                               
                                                                               

Communication           CESAR information, when available, will be on the      
                        CESAR web site.  If you have requested notification,   
                        we'll send e-mail each time we make a "major" update   
                        of information.  File requests with the CESAR Team,
