Questionnaires A compilation of your replies to the second CESAR
questionnaire is available on the CESAR web site. We
remain willing to accept further inputs.
Answers to Questions Have you made any progress in defining the scope of CESAR?
Current CESAR stragtegy for the initial contract envisions
covering all of the Strategic War Planning System, portions
of OA LAN and C2, and be available for Intel use.
CESAR is NOT looking to include the requirement to do high
level "strategic planning" for USSTRATCOM C4I (J61
responsibility). Believe CESAR will include "integrated
program planning" for SWPS, C2, and OA LAN (J66
responsibilities); "program planning" for SWPS and OA LAN,
and possibly C2 (program office responsibilities);
"acquisition and operations and maintenance" for SWPS and
OA LAN with the possibility of transitioning C2 to CESAR.
Involvement in the "Intel" area would be minimal; if it
"makes sense" the CESAR contract could be used to provide
USSTRATCOM "common solution" support. Considering
reserving a portion of the OA LAN day-to-day support for a
small business set-aside.
"Strategic planning" - Establish vision, objectives, and
standards; Identify resources. Each year, develop and
modify a 7-year Master Plan for C4I support spanning all
mission areas. Affects the POM and related budget
processes. Feeds the "integrated program planning"
process.
"Integrated program planning" - Research government needs
and develop implementation plans. Two to three year
planning horizon for program management integration for
SWPS, C2 and OA LAN.
"Program planning" - Each individual mission area applies
integrated program planning in order to feed the
"acquisition and operations and maintenance" phase
"Acquisition and operations and maintenance" - Annual short
term planning horizon. Provide continuous support to
USSTRATCOM C4I missions.
What is the projected schedule for CESAR "contract"
actions?
CBD call for inputs (references and statement of corporate
capabilities) -- May 97
Site visits to "More Qualified" - Jul 97
Draft RFP to "Best Qualified" for comments -- Aug 97
RFP Release -- Oct 97
Award CESAR -- Mar 98
This schedule is the curent estimate and should be used for
planning purposes only. Though the actual schedule is
likely to be later than this; we want to acheieve award no
later than 1 August 1998.
Is it possible to get copies of some files which exist on
a USSTRATCOM network drive?
These files are not directly related to CESAR. They are
information about the Command Control, Communications and
Computer, Intelligence, Surveillance and Reconnaissance
(C4ISR) Integration Study in progress. If you want copies,
please file a request with the CESAR team. Any
communication media is fine; include a mailing address.
We'll copy the files and mail disks to you.
How firm is the information provided in the "CESAR Contract
Update" and on the CESAR Home Page?
All information related to CESAR is subject to change. You
will be advised when final versions are released.
