FOREWARD

Description:

The AGM-86B Air Launched Cruise Missile (ALCM) System is designed to complement existing weapons on the B-52H to deliver a nuclear warhead to a designated target in an air-to-ground role. The ALCM is powered by a turbofan jet engine at subsonic speeds. It is able to fly complicated routes to a target through use of a terrain contour-matching guidance system. During flight, this system compares surface characteristics with maps of the planned flight route stored in on-board computers to determine the missile's location. As the ALCM nears its target, comparisons become more specific, guiding the missile to the target. ALCM's launch options and range provide the strategic bomber force with increased mission flexibility. The enemy's defenses are hampered by the missile's small size and low-altitude flight capability, which makes them difficult to detect on radar. The bomber's exposure to enemy defenses is reduced due to its extended range of effectiveness. Therefore, the missile may be launched with a large uncertainty in position, will independently navigate to the target, and initiate warhead detonation with a small Circular Error Probability (CEP).

AUTHORITY: This guide is issued under authority of DOD 5200.1-R/AFI 31-401 and AFP 205-37.

SUMMARY OF CHANGES: The Air Launched Cruise Missile (ALCM) Security

Classification Guide (SCG) AGM-86B dated 1/May/1997, is a complete revision

which replaces its part of ALCM AGM-86B/C SCG dated 22 March 1994. The AGM-86C SCG will be a separate stand alone guide.

GENERAL INFORMATION

  1. PURPOSE: The purpose of this guide is to provide instructions and guidance on the classification of information involved in the AGM-86B Air Launched Cruise Missile Program.
  2. CLASSIFICATION RECOMMENDATIONS: If the security classifications contained in this guide impose requirements that are impractical; or if current conditions, changes, or progress attained in this effort, scientific or technological changes in the state-of-the-art, or any other contributory factors indicate a need for changes in this guide, completely documented and justified recommendations should be made to OC-ALC/LAM through 72 SPS/SPA. Pending final decision thereof, the items of information involved shall be handled and protected at the higher of the current classifications for the recommended changes. All users of this guide are encouraged to assist in improving and maintaining the currency and adequacy of this guide.
  3. CLASSIFICATION CURRENCY: Changes to this guide will be effected by the issuance of a change letter to OC-ALC AGM-86B ALCM Security Classification Guide July 1997. These letters will indicate the appropriate change(s) and will constitute the authority for such change(s). Upon receipt of a letter change, the appropriate changes(s) will be made and the letter of authority will be inserted in back of the guide.
  4. REASON FOR CLASSIFYING: The reasons for classification information is in accordance with Executive Order (EO) 12958. The category for classification, as identified through the guide, is as follows; Category 1.5g: Vulnerabilities or capabilities of systems, installation, projects or plans relating to the national security.

RELEASE OF INFORMATION

  1. PUBLIC RELEASE: The fact that this guide shows certain details of information to be unclassified does not permit automatic public release of them. Proposed public disclosures of unclassified information regarding the AGM-86B ALCM Program shall be submitted to OC-ALC/PA for review a minimum of 45 days prior to the date needed by the proposer for release.
    1. The term "information" applies, but is not limited to articles, speeches, photographs, brochures, advertisements, displays and presentations on any phase of the AGM-86B ALCM Program.
    2. It is the responsibility of defense contractors, or other agencies, to screen all information submitted by them for determination of releasability to ensure that it is both unclassified and technically correct. Letters of transmittal must contain certification to this effect. Copies of the material may not be released outside official channels until the review process is complete. If information is found during the review process that you suspect is classified, notify all holders of the document of the degree of protection required. When doubt exists concerning the classified status of a proposed release pertaining to this program, the final decision will be rendered by OC-ALC/LAM. The material submitted for review must include a valid suspense date, if applicable.
    3. Only information that has been reviewed and certified for public release may be released. Information developed after initial approval for public release, must be submitted for review and further processing as outlined in paragraphs a and b above.
    4. Approval for public release does not satisfy the export licensing requirements of the Departments of State and Commerce.
    5. Contemplated visits of public media representatives shall receive prior coordination and approval from OC-ALC/LAM and OC-ALC/PA.
  2. RELEASE OF CLASSIFIED AND UNCLASSIFIED INFORMATION TO FOREIGN GOVERNMENTS AND THEIR REPRESENTATIVES: Any military activity or defense contractor receiving a request from a foreign government, or a representative thereof, for classified and/or unclassified information about this program shall forward the request to OC-ALC/ FMRRC-FDPO. This includes information such as bid packages a contractor may wish to provide to a potential foreign subcontractor. Military activities shall fulfill their responsibilities as outlined in the "Air Force policy for the disclosure of classified Military Information "(AFR 200-9) and in International Traffic in Arms: Regulations, Department of State.
  3. RELEASE OF UNCLASSIFIED TECHNICAL INFORMATION TO US CITIZENS OR FOREIGN NATIONALS RESIDING IN FOREIGN COUNTRIES: Any defense contractor shall forward requests for release of such information pertaining to AGM-86B ALCM Program to OC-ALC/FMRRC-FDPO.
