Tonghua - 406 Brigade

At the 12 launch-site garrisons at Tonghua, approximately 80 kilometers north of the North Korean border, only eight launchers out of 24 still had DF-3s as of mid-1997. The remaining 16 had been upgraded with DF-21s, and the remaining launchers were expected to be converted later. The location makes DF-3's range largely redundant because the DF-21 can target all of Japan, North and South Korea, and parts of Taiwan from these deployment areas.

The facility is headquarters for one of three launch brigades, each with up to three launch battalions, subordinated to the Second Artillery Corps 80301 Unit, a Division headquartered in Shenyang, Liaoning province.
