"I have the honour to inform you that the Government of the People's Republic of China has under consideration procedures in relation to exports of
- source or special fissionable material, and
- equipment and material especially designed or prepared for the processing, use or production of special fissionable material,
in the light of its commitment under Article III paragraph 2 of the Treaty on the Non-Proliferation of Nuclear Weapons not to provide such items to any non-nuclear weapon State for peaceful purposes, unless the source or special fissionable material is subject to safeguards under an agreement with the International Atomic Energy Agency.
The Government of the People's Republic of China has decided to act in this context in accordance with the provisions of INFCIRC/209/Rev.1 and INFCIRC/209/Rev.1/Mod.1, 2 and 3. In so doing, my Government reserves the right to exercise discretion with regard to interpretation and implementation of the procedures set out and the right to control, if it wishes, the export of relevant items other than those specified.
I would be grateful if you would bring this information to the attention of all Member States of the Agency.
