The intent of the Wyoming Memorandum of Understanding (Wyoming MOU) -- the Bilateral Verification Experiment and Data Exchange Agreement -- was to allow for exchange visits, chemical weapons-related data exchanges, and a limited number of challenge inspections to support implementation of the multilateral Chemical Weapons Convention. Through its participation in the Wyoming MOU, the On-Site Inspection Agency gained valuable experience to be used in the Bilateral Destruction Agreement and, to some extent, the Chemical Weapons Convention.Status
The Memorandum of Understanding (MOU) on chemical weapons signed by then Secretary of State James Baker and then Soviet Foreign Minister Edward Shevardnadze in Jackson Hole, Wyoming on September 23, 1989, provided for a bilateral verification experiment and data exchange. Phase I of the MOU was completed in 1990 and consisted of general data exchanges and reciprocal visits. Phase II took place in 1994 and entailed more detailed data exchanges and five inspections by each country. OSIA participated in the Phase I visits and led the Phase II inspections.Documents
