The Transparency In Armaments [TIA] resolution calls for UN members to submit data on the number of arms exported from or imported to their territory during the previous calendar year. Arms are reported in seven categories: the five categories of the Conventional Armed Forces in Europe treaty (battle tanks, armored combat vehicles, large caliber artillery systems, attack helicopters, and combat aircraft); plus warships and missiles/missile launchers. In addition to providing reports on imports and exports, member states have also been invited to provide available background information regarding their military holdings, procurement through national production, and relevant policies. TIA aims to improve international transparency relating to arms transfers and holdings, to build mutual confidence, and to promote timely international consultations on potentially destabilizing regional arms build-ups. TIA does not include any language or positions against transfer of conventional weapons, but its authors hope that the increased transparency will encourage restraint by both importers and exporters of armaments. The Register is widely available so that public pressure can be brought to bear on states which appear to implement irresponsible or destabilizing arms transfers. Every State, whether a member of the UN or not, is invited to participate in TIA.Status
The UN General Assembly adopted U.N. Resolution 46/36L, entitled "Transparency In Armaments," on December 9, 1991. This resolution establishes the United Nations Register of Conventional Arms. UN member states are requested to provide data annually on imports and exports of arms in seven categories of equipment. Member states have also been invited to provide "available background information regarding their military holdings, procurement through national production, and relevant policies." There are no constraints or verification provisions associated with the UN Register.Documents
