THE CONSULTATIONS, WHICH ARE DUE TO TAKE PLACE AT THE ARMY'S CHIEF OF STAFF BUILDING, WERE PUT OFF FROM JUNE 9TH TO JUNE 16TH. START TWO, SIGNED IN 1993 AND RATIFIED IN 1996 BY THE UNITED STATES, CALLS ON MOSCOW AND WASHINGTON TO REDUCE DEPLOYED NUCLEAR WARHEADS FROM SIX-THOUSAND EACH TO NO MORE THAN 35-HUNDRED.
