November 19, 1991 ERRATA Arms Control and Disarmament Agreements START: Treaty Between the United States of America and the Union of Soviet Socialist Republics on the Reduction and Limitation of Strategic Offensive Arms This errata reflects corrections of errors that arose in the printing of the Treaty, not errors in the Treaty documents themselves. Please make the following corrections: p. 156 was inadvertently left blank. Please insert the page on the reverse of this sheet into the Memorandum of Understanding, Annex A, at page 156. pp. 204-205, Delete the references to facilities "Belaya Tserkov" and "Ryazan." These references were inadvertently added to this printing of the Treaty. These facilities are not Conversion and Elimination Facilities for heavy bombers and former heavy bombers and are not listed in the Treaty as signed by the Parties. The heavy bombers and former heavy bombers at those facilities are accounted for in other listings. p. 266, Letter from Secretary Baker on third country basing, the fourth line of the internal quotation should read, "Such discussions could occur...." p. 274, Unilateral statement by the United States concerning the B-2, fourth paragraph should read, "...of any new type from none of which a long-range nuclear ALCM has been flight-tested." p. 278, Final sentence in the Soviet statement concerning the TSSAM cruise missile should read, "The Soviet side reserves the right to return to these questions subsequently." p. 279, Declaration of the Soviet Union regarding Nuclear Sea-Launched Cruise Missiles, second paragraph, first line, should read, "The first such declaration and all subsequent declarations are provided on the under-standing that the United States of America will make comparable declarations." Please note the following clarification: p. 277, Reference to "Article XV," last paragraph, first line, in the June 13, 1991 Statement by the Soviet Side on the ABM Treaty is understood to mean "Article XVII" of the final text of the START Treaty. Two Treaty articles were included after the statement was made, but before the Treaty was signed.
