RELATING TO THE TREATY BETWEEN
THE UNITED STATES OF AMERICA AND
THE UNION OF SOVIET SOCIALIST REPUBLICS ON
THE REDUCTION AND LIMITATION OF STRATEGIC OFFENSIVE ARMS
OF JULY 31, 1991
NOTIFICATIONS CONCERNING RESCHEDULING OF ACTIVITIES
The Government of the United States of America, the Government of
the Republic of Belarus, the Government of the Republic of Kazakhstan,
the Government of the Russian Federation, and the Government of Ukraine,
hereinafter referred to as the Parties,
In accordance with the Treaty Between the United States of America
and the Union of Soviet Socialist Republics on the Reduction and Limitation
of Strategic Offensive Arms of July 31, 1991, hereinafter referred to
as the Treaty,
To improve the viability and effectiveness of the Protocol on Notifications
Relating to the Treaty, hereinafter referred to as the Notification
Protocol,
Have agreed as follows:
Article One
The last sentence of paragraph 2 of Section VIII of the Notification
Protocol shall be superseded by the following provisions:
"As an exception to the requirement to provide such notification five
days in advance, such notification shall be provided no later than 12
hours after the date specified in the notification provided in accordance
with paragraph 1 of Section IV of this Protocol if the following conditions
are met: the change in the scheduled date results from a delay in the
initiation of the activity, and the inspected Party determines, less
than five days before the scheduled date or on that date, that a delay
will occur. Regardless of when the delay in the initiation of the activity
occurred, if the change in the scheduled date is more than five days,
an additional notification shall be provided specifying the new scheduled
date, subject to the same conditions as the notification provided in
accordance with paragraph l of Section IV of this Protocol."
Article Two
This Agreement shall enter into force on the date of entry into force
of the Treaty, and shall remain in force as long as the Treaty remains
in force.
IN WITNESS WHEREOF the undersigned, being duly authorized by their
respective Governments, have signed this Agreement.
DONE at Geneva on October 13, 1994, in five copies, each in the English
and Russian languages, both texts being equally authentic.
