I would like to inform you that the consultations commenced by my predecessors about the programme of work of the Conference are continuing. I have detected a resolve, which I think is shared by all, not to spare any effort to break the current deadlock. However, I think that we need a little more time in order to define the incipient consensus on the subject. I would therefore like to appeal to all delegations to display a spirit of compromise in order to enable the Conference to embark on its substantive work.
