INTRO: THE UNITED STATES AND CHINA HAVE AGREED THEY WILL NO
LONGER POINT NUCLEAR MISSILES AT EACH OTHER. V-O-A'S ROGER
WILKISON REPORTS THE AGREEMENT CAME AT A SUMMIT IN BEIJING MARKED
LARGELY BY DISAGREEMENTS OVER SUCH ISSUES AS HUMAN RIGHTS, TRADE
AND TIBET.

TEXT: THE MISSILE DE-TARGETING ACCORD WAS HAILED BY CHINESE
PRESIDENT JIANG ZEMIN -- WHO TOLD REPORTERS AT A POST-SUMMIT NEWS
CONFERENCE IT SHOWS CHINA AND THE UNITED STATES ARE PARTNERS AND
NOT ADVERSARIES.

PRESIDENT CLINTON, TOO, SAID THE ACCORD EXPANDS MUTUAL TRUST
BETWEEN THE TWO COUNTRIES.

     /////CLINTON ACTUALITY/////

         WE BOTH FELT THAT, NUMBER ONE, IF WE DE-TARGETED, WE
         WOULD COMPLETELY ELIMINATE THE PROSPECT EVER OF ANY KIND
         OF ACCIDENTAL LAUNCH AND, NUMBER TWO, WE WOULD TAKE ONE
         MORE STEP IN SHOWING MUTUAL CONFIDENCE AND TRUST IN ONE
         ANOTHER.

     /////END ACTUALITY/////

THE AGREEMENT IS MOSTLY SYMBOLIC, BECAUSE THE MISSILES CAN BE
RE-TARGETED IN A MATTER OF MINUTES. (SIGNED)
