I refer to my letter of 22 August 1996 (A/50/1024) in which I wrote to the President of the General Assembly asking him to schedule a plenary meeting of the General Assembly on 9 September 1996 in order that consideration of agenda item 65, entitled "Comprehensive test-ban treaty" might be resumed as provided for in resolution 50/65 of 12 December 1995.

In this connection I submit, as an annex to the present letter, the text of a draft comprehensive nuclear-test-ban treaty. The text of the draft treaty is identical to the draft treaty text in Conference on Disarmament document CD/1427.

I respectfully ask that the present letter and its annex be circulated as a document of the fiftieth session of the General Assembly under agenda items 8 and 65.
