Decision of the Joint Consultative Group on an Additional Procedure for Reduction by Destruction of Artillery Limited by the Treaty on Conventional Armed Forces in Europe

Pursuant to Section I paragraph 5 of the Protocol on Procedures Governing the Reduction of Conventional Armed Forces in Europe of 19 November 1990, the Joint Consultative Group decided on 8 March 1994 that the additional procedure for reduction of artillery by destruction, as specified in the following text, shall be deemed sufficient for carrying out the reduction of conventional armaments and equipment limited by the Treaty. This decision does not prejudice any State Party's right to apply the reduction procedures as set forth in aforementioned Protocol or to apply the additional procedures for reduction set forth in the decision of the Joint Consultative Group of 11 May 1993, 29 June 1993 and 12 October 1993, 8 March and 3 May 1994.

ADDITIONAL PROCEDURES FOR REDUCTION OF ARTILLERY BY DESTRUCTION

  1. Procedure for destruction by severing of non­self­propelled guns, howitzers, artillery pieces combining the characteristics of guns and howitzers, or mortars:

    1. removal of special equipment, including detachable equipment, that ensures the operation of the gun, howitzer, artillery piece combining the characteristics of guns and howitzers, or mortar;

    2. for the breech system, if any, of the gun, howitzer, artillery piece combining the characteristics of guns and howitzers, or mortar, either:

      1. welding the breech block to the breech ring in at least two places, or

      2. cutting of at least one side of the breech ring along the long axis of the cavity that receives the breech block; or

      3. welding the wedge to the breech block in at least two places;

      4. cutting a through slot of no less than half the length of one side of the breech block along the axis of the cavity that receives the wedge; or

      5. cutting a slot of no less than 10 millimeters in depth and no less than 150 millimeters in length along at least one wedge rail on the breech block; or

      6. cutting a slot of no less than 10 millimeters in depth across the thread of the breech block piston scat and along its entire length;

    3. for the tube of the gun, howitzer, artillery piece combining the characteristics of guns and howitzers, or mortar, either:

      1. severing of the tube into two parts at a distance of no more than 100 millimeters from the breech ring; or

      2. severing of the tube into two parts at a distance of no more than 2000 millimeters from the breech ring; or

      3. cutting a through slot in the tube of no less than l50 millimeters in length at a distance of no more than 1500 millimeters from the breech ring;

    4. severing of the left trunnion of the cradle and the mounting area of that trunnion in the upper carriage; and equal parts.

    5. severing of the rails, or the base plate of the mortar, into two approximately equal parts.

  2. Procedure for destruction by severing of self­propelled guns, howitzers, artillery pieces combining the characteristics of guns and howitzers, or mortars:

    1. removal of special equipment, including detachable equipment, that ensures the operation of the gun, howitzer, artillery piece combining the characteristics of guns and howitzers, or mortar;

    2. for the breech system, if any, of the gun, howitzer, artillery piece combining the characteristics of guns and howitzers, or mortar, either,

      1. welding the breech block to the breech ring in at least two places, or

      2. cutting of at least one side of the breech ring along the long axis of the cavity that receives the breech block; or

      3. welding the wedge to the breech block in at least two places;

      4. cutting a through slot of no less than half the length of one side of the breech block along the axis of the cavity that receives the wedge; or

      5. cutting a slot of no less than 10 millimeters in depth and no less than 150 millimeters in length along at least one wedge rail on the breech block; or

      6. cutting a slot of no less than 10 millimeters in depth across the thread of the breech block piston seat and along its entire length;

    3. for the tube of gun, howitzer, artillery piece combining the characteristics of guns and howitzers, or mortar, either;

      1. severing of the tube into two parts at a distance of no more than 100 millimeters from the breech ring; or

      2. severing of the tube into two parts at a distance of no more than 2000 millimeters from the breech ring; or

      3. cutting a through slot in the tube of no less than 150 millimeters in length at a distance of no more than 1500 millimeters from the breech ring;

    4. severing of either the trunnions and its trunnion mount in turret; and

    5. for the hull of gun, howitzer, artillery piece combining the characteristics of guns and howitzers, or mortar, either;

      1. severing of one section from the side of the hull which includes the final drive apertures, by vertical and horizontal cuts in the side plates and diagonal cuts in the belly plates and front or rear plates, so that the final drive aperture is contained in the severed portion.

      2. severing of one section from the side of the hull which includes the final drive apertures, by vertical and horizontal cuts in the side plates and diagonal cuts in the belly plates and front or rear plates, so that the final drive aperture is contained in the severed pardon.

  3. Procedure for destruction by severing of the multiple launch rocket systems:

    1. removal of special equipment from the multiple launch rocket system, including detachable equipment, that ensures the operation of its combats systems; and

    2. for combat systems of the multiple launch rocket system, either:

      1. removal of tubes or launch rails and severing them at a distance of no less than 150 millimeters from the rear end; and

      2. removal of tube bases and launch rail bases and bases of their ratable parts and severing them into at least two parts in areas that are not assembly joints, removal of sectors and screws (gears) of elevation mechanisms and severing them into at least two parts; or

      3. removal of tubes or launch rails, screws (gears) of elevation mechanism sectors, tube bases or launch rail bases and their ratable parts and severing them into two approximately equal parts in areas that are not assembly joints.
