Decision of the Joint Consultative Group on Addtional
Procedures for Reduction by Destruction of Battle Tanks and Armored
Combat Vehicles Limited by the Treaty on Conventional Armed Forces in Europe
11 May 1993
Pursuant to Section I, paragraph 5 of the Protocol on Procedures Governing
the Reduction of Conventional Armaments and Equipment Limited by the
Treaty on Conventional Armed Forces in Europe of 19 November 1990, the
Joint Consultative Group decided on 11 May 1993, that the additional
procedures for the reduction of battle tanks and armored combat vehicles
by destruction, as specified in the following texts, shall be deemed
sufficient to carry out the reduction of conventional armaments and
equipment by limited by the Treaty. This decision does not prejudice
any State Party's right to apply the procedures as set forth in the
aforementioned Protocol.
- ADDITIONAL PROCEDURES FOR REDUCTION OF BATTLE TANKS BY DESTRUCTION
- Procedures for destruction by severing:
- removal of special equipment form the chassis, including
detachable equipment, that ensures the operation of onboard
armament systems;
- removal of the turret if any;
- for the gun breech system, either:
- welding the breech lock to the breech ring in at least
two places; or
- cutting of at least one side of the breech ring along
the axis of the cavity that receives the breech block;
or
- welding the wedge to the breech block in at least two
places; or
- cutting a through slot of no less than half of the length
of one side of the breech block along the long axis of
the cavity that receives the wedge;
- for the gun tube, either:
- severing of the gun tube in two parts at a distance
of no more than 100 millimeters from the breech ring;
or
- severing of the gun tube in two parts at a distance
of no more than 200 millimeters from the breech ring;
or
- cutting of a through slot in the gun tube of no less
than 150 millimeters in length at a distance of no more
than 1000 millimeters from the breech ring;
- severing either of the gun trunnions and its trunnion mount
in the turret;
- for the hull, either
- severing of two sections from the perimeter of the hull
turret aperture, each constituting a portion of a sector
with an angle of no less than 60 degrees and, at a minimum,
200 millimeters in radial axis, centered on the longitudinal
axis of the vehicle; or
- severing at least one section from the perimeter of
the hull turret aperture, constituting a portion of a
sector with an angle of no less than 60 degrees and, at
a minimum, 200 millimeters in radial axis, centered on
the longitudinal axis of the vehicle; or
- severing the hull deck, beginning with the front glacis
plate and extending along both sides of the hull to the
rear edge of the hull turret aperture at a distance of
no less than 500 millimeters from the hull deck, and connected
at the same height to the cut in the front glucose plate;
and
- for the hull, either:
- severing of sections from both sides of the hull which
include the final drive apertures, by vertical and horizontal
cuts in the side plates and diagonal cuts in the deck
or belly plates and front or rear plates, so that the
final drive apertures are contained in the severed portions;
or
- severing of one section from the side of the hull which
includes the final drive aperture, by vertical and horizontal
cuts in the side plate and diagonal cuts in the deck or
belly plates and front or rear plates, so that the final
drive aperture is contained in the severed portion; or
- severing of the middle portion of the hull not less
than 800 millimeters in length, including at least one
of the central road wheel stations of either side, and
severing of separate portions so that the road wheel stations
are contained in the severed portions, so that the hull
is in at least three major sections.
- Procedure for destruction by explosive demolition:
- explosive charges shall be placed on the outside and the
inside of the battle tank ( or each of tits main elements:
the hull, the turret and the gun tube when they are being
destroyed separately); and
- all charges shall be fired that the main hull and turret
are cracked and distorted; the mounting area in the hull for
the engine is destroyed; at least one of the places for the
trunnion mounts in the turret is destroyed; the breech block
of the gun tube is stripped from the gun tube or is fused
to the gun tube or is visibly deformed; the gun tube is split
or ruptured or deformed so as to be visibly bent; and
the gun mount or cradle is ruptured or visibly deformed so
as to be unable to mount a gun tube.
- ADDITIONAL PROCEDURES FOR THE REDUCTION OF ARMORED COMBAT VEHICLES
BY DESTRUCTION
- Procedure for destroying by severing:
- for all armored combat vehicles, removal of special equipment
form the chassis, including detachable equipment, that ensures
the operation of onboard armament systems;
- for tracked armored combat vehicles either:
- severing of sections from both sides of the hull which
include the final drive apertures, by vertical and horizontal
cuts in the side plates and diagonal cuts in the deck
or belly plates and front or rear plates, so that the
final drive apertures are contained in the severed portions;
or
- severing of one section from the side of the hull which
includes the final drive aperture, by vertical and horizontal
cuts in the side plates and diagonal cuts in the deck
or belly plates and front or rear plates, so that the
final drive apertures are contained in the severed portions;
- for wheeled armored combat vehicles, either;
- severing of sections from both sides of the hull which
include the front wheel final gearbox mounting areas by
vertical, horizontal and irregular cuts in the side, front,
deck and belly plates so that the wheel final gearbox
mounting areas are included in the severed portions at
a distance of no less than 100 millimeters from the cuts;
or
- severing of one section from the side of the hull which
include the front wheel final gearbox mounting areas by
vertical, horizontal and irregular cuts in the side, front,
deck and belly plates so that the wheel final gearbox
mounting areas are included in the severed portions at
a distance of no less than 100 millimeters from the cuts;
and
- in addition, for armored infantry fighting vehicles and
heavy armament combat vehicles:
- removal of the turret;
- severing of either of the gun trunnions and its trunnion
mount in the turret;
- for the gun breech system, either:
- welding the breech lock to the breech ring in at
least two places; or
- cutting of at least one side of the breech ring
along the long axis of the cavity that receives the
breech block; or
- severing of the breech casing in two approximately
equal parts;
- for the gun tube, either;
- severing of the gun tube in two parts at a distance
of no more than 100 millimeters from the breech ring;
or
- severing of the gun tube in two parts at a distance
of no more than 500 millimeters from the breech ring;
or
- cutting of a through slot in the gun tube of no
less than 100 millimeters in length at a distance
o f no more than 500 millimeters from the breech ring;
or
- for the hull, either:
- severing at least two sections from the perimeter
of the hull turret aperture, constituting a portion
of a sector with an angle of no less than 60 degrees
and, at a minimum, 200 millimeters in radial axis,
centered on the longitudinal axis of the vehicle;
or
- severing at least two sections from the perimeter
of the hull turret aperture, constituting a portion
of a sector with an angle of no less than 60 degrees
and, at a minimum, 150 millimeters in radial axis,
centered on the longitudinal axis of the vehicle.
- Procedure for destruction by explosive demolition:
- explosive charges shall be placed on the outside and the
inside of the armored combat vehicle ( or each of tits main
elements: the hull, the turret and the gun tube when they
are being destroyed separately); and
- all charges shall be fired that the main hull and turret
are cracked and distorted; the mounting area in the hull for
the engine is destroyed; at least one of the places for the
trunnion mounts in the turret is destroyed; the breech block
of the gun tube is stripped from the gun tube or is fused
to the gun tube or is visibly deformed; the gun tube is split
or ruptured or deformed so as to be visibly bent; and the
gun mount or cradle is ruptured or visibly deformed so as
to be unable to mount a gun tube.
- Procedure for destruction by deformation:
- removal of special equipment form the chassis, including
detachable equipment, that ensures the operation of onboard
armament systems;
- removal of the turret, if any;
- for armored combat vehicles equipped with a gun;
- deformation by compression of the gun breech system
so that its with is reduced by at least 20 percent;
- deformation by compression of the breech block cavity
so that its with is reduced by at least 20 percent;
- folding the tube, if any, so as to be visibly bent between
the breech ring and the approximate center of the tube;
and
- severing of either of the gun trunnions, if any, and;
- deformation by compression of the hull and, if equipped
with a gun, of the turret in at least three different point
so that the height on the longitudinal axis or width is reduced
in points so compressed by at least 20 percent.
