Decision of the Joint Consultative Group on an
Additional Procedure for Reduction by Destruction of Artillery Limited
by the Treaty on Conventional Armed Forces in Europe
8 March 1994
Pursuant to Section I, paragraph 5 of the Protocol on Procedures Governing
the Reduction of Conventional Armed Forces in Europe of 19 November
1990, the Joint Consultative Group decided on 8 March 1994 that the
additional procedure for reduction by smashing of nonselfpropelled
guns, howitzers, artillery pieces combining the characteristics of guns
and howitzers, or mortars, as specified in the following text, shall
be sufficient for carrying out the reduction of conventional armaments
and equipment limited by the Treaty. This decision does not prejudice
any State Party's right to apply the reduction procedures as set forth
in aforementioned Protocol or to apply the additional procedures for
reduction set forth in the decision of the Joint Consultative Group
of 11 May 1993, 29 June 1993 and 12 October 1993.
ADDITIONAL PROCEDURE FOR DESTRUCTION BY SMASHING OF NONSELFPROPELLED
GUNS, HOWITZERS, ARTILLERY PIECES COMBINING THE CHARACTERISTICS OF
GINS AND HOWITZER, OR MORTARS
- A heavy steel wrecking ball, or the equivalent, shall be dropped
repeatedly into the artillery systems until the following kinds of
damage appear:
- for guns, howitzers, artillery pieces combining the characteristics
of guns and howitzers:
- the tube shall be visibly cracked or bent;
- the breech system shall be visibly deformed;
- the attachments between the tube and the breech ring and
between one of the trunnions of the cradle and the upper carriage
shall be sufficiently deformed to make them further inoperative;
- the trails shall be sufficiently deformed to make them further
imperative;
- for mortars:
- the tube shall be visibly cracked or bent; and
- the base plate shall be sufficiently deformed to make it
further inoperative.
