Distribution of Costs of Inspections Between or
Among States Parties, Worked out in Compliance with Article XVI, Paragraph
2 of the Treaty on Conventional Armed Forces in Europe of 19 November
1990 (Referred to as the Treaty)

- The costs of all types of inspections arising from the obligations
set out in the Protocol on Inspection from the arrival of an inspection
team atthe point of entry/exit until its departure form the
point of entry / exit after completion of its last inspection shall
be met by the inspected State Party with the exceptions provided for
in paragraph 2 and subject to the provisions in paragraph 4.
- The inspecting State Party shall meet the following costs:
- The costs of servicing and fuel for the transportation means
of the inspecting State Party at the point of entry/exit. Such
costs shall be charged by the inspected State Party at no more
than the prevailing commercial rate.
- The costs associated with the use of its own land vehicles on
the territory of the inspected State Party at no more than the
prevailing commercial rate.
- Unless bilaterally agreed otherwise, the additional costs of
services provided to the inspecting State Party upon its request
that are not required from the inspected State Party by the Treaty
or by the annex to this document. Such costs shall be paid in
the currency that is normally paid for such services on the territory
of the inspected State Party.
- Four months after entry into force of the Treaty, and at 12 monthly
intervals thereafter, each inspected State Party shall transmit in
accordance with Article of the Treaty an account to each inspecting
State Party that has conducted inspections on its territory, clearly
itemizing the costs incurred by inspecting States Parties' inspection
teams under each of the headings contained in subparagraphs 2A and
2B. Any State Party that, following the exchange of accounts, is in
debt to any other State Party, shall pay its debt to that State Party
within 60 days unless the debt is sell under discussion
in a convertible currency at the rate prevailing on the date of exchange
of accounts.
- An inspected State Party shall receive payments for costs incurred
for inspection of reduction, pursuant to paragraphs 1 to 10 of Section
X of the Protocol on Inspection, whenever the number of days during
which inspection teams were present at reduction sites on the territory
of the of the inspected State Party during a reduction phaseas
specified in Article VIII, paragraph 4 of the Treaty exceeds
the threshold derived from the following formula: 7 times the total
number of calendar reporting periods notified for each reduction site
on the territory of the inspected State Party during that reduction
phase.
These payments shall be paid for each inspector day above the
foregoing threshold in which inspection teams were present at reduction
sites on the territory of the inspected State Party during a reduction
phase conducting inspections pursuant to paragraphs 1 to 10 of section
X of the Inspection Protocol.
These payments shall be calculated at a rate equivalent to 50
ECU in a convertible currency for each such inspector day.
These charges calculated as determined above shall be shared among
all inspecting States Parties conducting inspections of reduction
on the territory of the inspected State Party in proportion to the
total number of inspector days that each inspecting State Party's
inspection teams were present on reduction sites of the territory
of the inspected State Party conducting inspections pursuant to
paragraphs 1 to 10 of section X of the Inspection Protocol. Each
reduction phase as specified in Article VIII paragraph 4 of
the Treaty shall be treated as a discrete period for purposes
of calculating and billing in accordance with the provisions of
this paragraph.
- States Parties shall have the right to raise before the Joint Consultative
Group any ambiguities and differences of interpretation that may become
apparent in the way the provisions of this document are implemented.
ANNEX
The inspected State Party shall provide or arrange for, inter alia:
- Adequate accommodation in military or civilian facilities, appropriate
to the circumstances.
- Three meals a day, one of which should be hot;
- Adequate work space, appropriate to the circumstances;
- All emergency assistance including emergency medical care.
