INTRO:  The U-S secretary of state is issuing a new 
appeal to Moscow to accept Washington's proposal to 
modify the 1972 Anti-Ballistic Missile Treaty.  Russia 
has so far rejected attempts to revise the treaty.  V-
O-A's Michael Leland has more from Chicago.

TEXT:  In a speech here in Chicago Wednesday night, 
Secretary of State Madeline Albright said the 
strategic environment has changed greatly since 1972.  
She is asking Russia to agree to A-B-M treaty changes 
that would allow Washington to establish a limited 
national missile defense system.  The secretary says 
the system is not designed to defend against Russian 
missiles.

The changes we are contemplating in the A-B-M treaty 
are limited.  They would not permit us to undermine 
Russia's deterrent and because Russia and we are 
vulnerable to the same threats, we are prepared to 
cooperate with Moscow on missile defense.  In 
response, Russia must do more than just say "nyet."

Russia says modifying the A-B-M treaty could undermine 
international arms control efforts.  The Clinton 
Administration will decide next year whether to deploy 
the missile defense system.  (signed)
