Russian-American consultations took place on January 19-21 in Geneva on the Start-3 Treaty and the ABM Treaty in accordance with the Russian and U.S. presidents' Joint Statement, adopted in Cologne in June of 1999.

In the course of the discussion, the sides exchanged opinions on further reductions in strategic offensive arms and compliance with the imposed restrictions on antimissile defense systems.

The Russian side stressed the close link between the process of the reduction of strategic offensive arms and the regulations under the 1972 ABM Treaty, prohibiting, as is known, the creation of ABM systems on the territory of one's country and creation of a basis for such defenses.
